The source of the problem is the fact that this is a Motion 4 template, not a Motion 5 project.

Back then, parameter publishing as we know it today did not exist yet.
You can still use this Project in Motion 5 and FCP but to make any adjustments in Final Cut, you will need to open the template in Motion 5 first and publish the Drop Zones as well as the parameters that you'd like to modify afterward.
